在过去,人们一般骑马外出,如果马走的时间太长,马蹄就会发热,骑马人必须停下来让马休息,等马蹄凉了再走.人也是一样.走的时间长了脚后跟(heels)也会发热,需要cool one's heels,停下来休息片刻.
后来这个俚语被引申为"苦等,空等,久候"的意思.
